What is reconciliation? A process that allows House and Senate Republicans to get around the Senate 60 vote requirement. WASHINGTON—The House on Wednesday voted to permanently extend a popular federal tax credit for research, in a move that foreshadows a likely clash between congressional Republicans and President Barack Obama later this year.
